ITANAGAR, Aug 3: All Pipu Chayang Tajo Gawe Purang Sawa Students’ Union has appealed to the authorities concerned to issue proper direction to the fair price license holders of Chayang Tajo constituency to maintain appropriate fixed rates while selling the PDS items.

Northeast records 38 percent deficit rainfall
Agartala/Guwahati, Aug 3: The Northeastern region, excluding Sikkim and Arunachal Pradesh, has recorded deficit rainfall in the monsoon season and this may hit agricultural production, officials said on Wednesday.
Arunachal Pradesh has got 10 percent less rains.
"Since June 1, the Northeast has suffered a 38 percent shortfall compared to the normal rainfall," an India Meteorological Department (IMD) official told IANS. "Soon after the onset of monsoon in the first week of June, some parts of the northeast witnessed normal rainfall but subsequently the precipitation reversed," he said.
According to IMD's centre in Guwahati, the deficit rainfall in the northeast is minimum in Arunachal Pradesh, where the shortfall recorded is 10 percent. In contrast, the deficit is a record 51 percent in Manipur.
Meghalaya has recorded 49 percent deficit rainfall followed by Nagaland (40 percent), Mizoram (35 percent), Tripura (30 percent) and Assam (28 percent).
"The sea surface temperature in the Bay of Bengal is very low. If this remains 27 percent and more, depression and other favourable conditions create monsoon rains," IMD director Dilip Saha told IANS in Agartala. He said: "The moistures are not adequate in the region, resulting in scarcity of rainfall in the mountainous states."
The fall in rainfall has hit agriculture.
"Excess rainfall, coupled with floods, have damaged crops in some parts of the Northeast including Assam while deficit rainfall would affect crops including 'Boro rice'," an Indian Council of Agricultural Research (ICAR) official said in Agartala.

FCI urged to solve storage problem in Lower Subansiri district
ITANAGAR, Aug 3: All Lower Subansiri District Fair Price Shop Dealers Welfare Association (ALSDFPSDWA) has demanded the FCI authority to construct separate FCI godowns for Lower Subansiri district and Kurung Kumey district respectively. The Association said the present storage capacity of Ziro FCI godown is 6500 quintals whereas 11,549 quintal of items including wheat/levy sugar are being allotted every month for both Kurung Kumey and Lower Subansiri district which resulted in shortage of PDS items due to inadequate storage capacity at FCI/FSD at Ziro.
Despite timely submission of cost of allotted quota to the FCI by carriage contractors there has been lapses in supply of PDS items on the part of FCI due to inadequate storage capacity and such lapses creates confusion in grass root level, the Association said.
Claiming the that Union Consumer Affairs, Food and Public Distribution Minister had assured to release fund for the construction of proposed 12 FCI godowns in Arunachal Pradesh under the initiation of FCI consultative committee members of Arunachal Pradesh, the Association appealed the authorities to solve the storage problems of PDS items in Lower Subansiri district in order to avoid undue criticism from consumers.
Meanwhile, the Association appealed to authorities to supply superior quality PDS item in the district.

APPDSU oppose bandh culture only in capital region
ITANAGAR, Aug 3: All Papum Pare District Students’ Union (APPDSU) has opposed the bandh culture under Papum Pare district being observed by various organizations.
If the organizations are state level and the issues are also state based then why band calls in Papum Pare and capital region only ? the APPDSU questioned. “APPDSU really supports their issuers and demand but it compel us to speak out why bandh call in Papum Pare, not in whole state? the union added.
APPDSU requested all the state based organziations to pick the state based issues and focus it before the common people of the state and not only in Papum Pare district. They also request the business community and general public not to support such type of bandh call in near future. If the issues are state based, burden should be share by the people of entire state, not by the people of Papum Pare only, the union said.

Are we going to retire without promotion?

I would like to draw the attention of general people, higher authority and Govt towards
helpless condition of Arunachal Pradesh battalion (AAPBn). AAPBn was established
and appointment were done from the year 1988 and till to date only few of them had
promoted and less are even not getting a single chance to attend the promotion cadre
course, due to non availability of head constable post because of only non existing
AAPBn strength i.e. AAPBn personnel had already served more than 18-
For kind information Arunachal Govt. have two AAPBn but in fact none of them have
proper strength of it since 1988. But, IRBn has up to 4th battalion in short period
of time. AAPBn have 439 Jawans of it strength presently posted at HQ Chimpu. Out
of them two company have been deployed at security (PSO to VIP) duty and both Capital
police station and about 262 Jawans are performing field duties like 35-
As a result the commanding officer held up his or her payment instead of knowing the fact and praying to the higher authority to increase strength and look after the problems of lower level. Our authority (Commandant) never tried to know the actual fact/problems and only wanted the works/duties to be done from us. He never talks to these higher authorities except pressuring lower ranks. Seeing all these injustice I want to raise a few questions to authority/ state Govt. that why recruiting of AAPBn personnel have been closed? Why we have been treated like a step son? Will we be retiring in the same rank without promotion?

The Union is hoping to witness significant changes in prevailing situation to good and healthy atmosphere in the district. The Home Minister visit will greatly improve the situation in Tirap. The Student Union hopes the Minister might seen the real backwardness of society and think about what precaution measure should be taken to uplift these people living below poverty line ? The Union believes Home Minister will surely brief his experience to Chief Minister of Arunachal Pradesh and request him to take up the development scheme for these backward people.
The Union is very much eager to watch out the situation in Tirap and Changlang after the marathon visit of Home Minster. The commitment of Home Minister has brought great relief to the civilian of Tirap district. The civilian are very much interested to see the commitment of Home Minister to be achieved in ground reality.
The first and foremost requirement of this district is road infrastructure, which is assumed to the life line of society. And the road condition in Tirap is very horrible. But road communication remains never cut off from any other parts of the district or state except this season in Pongkong due to bad condition of the road. So the road needs immediate attention of state government before it takes ugly shape. The the Union also called upon RWD Minister to check the road which comes under PMGSY project. The road under PMGSY project is damaged in the name of development. The good road is required for the security point of view in this disturb district.
Nocte Students’ Union also called upon the six MLA’s of Tirap to make their presence felt when situated demands in the district and interact with the people. The leaders are made by the voters so they need to reciprocate. The future and development of Tirap is in the hand of MLA’s . They need to channelize the development and proper implementation of schemes for the all round development.

Let this fight against corruption bring a change in our society
Dear Editor,
Through the esteemed columns of your daily, I would like to make few clarifications regarding a press release issued by NES on August 1 cautioning Arunachal RTI Activists Forum (ARTIAF) to refrain from mudslinging.
Firstly, I would like to clarify that Arunachal RTI Activists Forum (ARTIAF) is neither a community based organization nor political organization. It is purely a pressure group in nature with members from all over the state fighting for the cause and welfare of the sufferers and victims of corruption. Our aim is to uproot corruption from the society.
Any one can approach ARTIAF for help to sort out RTI problems and action against corrupt practices. Since Government is not taking any action against corruption, the ARTIAF with the support of conscious people and youths and intellectuals is compelled to resort to democratic movement, like bandh call, though unwantedly, to draw the attention of the government; and as expected, ARTIAF is receiving overwhelming support from all conscious citizens.
Nyishi Elite Society (NES), being a parent body, should interfere into such acts which have tarnished the image of Nyishi people in particular. NES should convince Atum Welly as a Nyishi Minister to resign from the post in order to prove his cleanliness against his alleged involvement in illegal appointment. Is not the allegation a shame for a Minister, who belongs to Nyishi community? NES should enquire the matter thoroughly.
Why did NES not react to the criminal conspiracy hatched against RTI activist Payi Gyadi by planting grenade and pistol in his car and the release of the accused on bail? Is not it shameful for the Nyishi community? Is Payi Gyadi not belonged to Nyishi community? Is the appointment with fake documents by a father to his son and daughter misusing official position is justifiable?
ARTIAF has been demanding termination of Y.D. Thongchi because he is the key suspect in the illegal appointment. We are also demanding the resignation of the Chief Minister on moral ground for his alleged violation of democratic procedure in electing a Chief Information Commissioner.
NES should not discourage RTI activists from its crusade against corruption. We are not against any particular Nyishi people. Rather, NES should be proud of the Nyishi youths for fighting corruption.
ARTIAF movement will not stop here just demanding resignations of those people. It is coming with bigger scams and issues and financial mismanagement very shortly.
I would like to clarify that the bandh call given by ARTIAF had never intended to harass anybody. Instead, I claim, it was a free and fare bandh supported by all. Let this fight against corruption bring a change in our society for our next generation.
